No, scala uses all keys iirc. But if you want, you can tune all keys to 440Hz  ;D

I guess, every note get's retuned. For example, here is tx81z programmer's tuning window for octave:

Full keyboard tuning editor is the same, but continious from c-2 to g8, so you can retune every key.

Madronalabs Aalto can load scala files, but you can't edit tunings. When i play note sequence from c3 to b6 pitch changes continiously according to scale you select, it can be chinese 60 or javanese pelog (7 notes). So midi notes are just a set of triggers and with Aalto you can ignore 12 TET notation system, especially if you have Madronalabs Soundplane:

or haken continuum.

But system wise midi notes are still с-4s and a#3s etc

What do you think about ability to load scala tuning files or to set your own tuning?

I feel myself being in 12-TET jail lately  :D

To avoid such constructions I have an idea to rip off waldorf blofeld/q modulation modifier section with such operations like *, /, +, OR, AND, XOR

This section could be placed after mod matrix slot
Using existing UI this should look like this:
A        Operation        B
mx1    XOR                 mx1-4 or constant(integer -64...64)

All sounds (excepting subbass and high pitched flourish with delay) are PreenFM2

I was suggesting long time ago to make wider modulation range at ModMatrix because existing range was not enough for snappy pitch modulation, via Env1 for example, which is needed for more sharp percussion sounds sometimes.

This time i had to use similar construction in mod matrix to achieve punchy pitch envelope:
            Slot1:     Env1 -- 10.0 -- *OpFrq 
            Slot2-8:  Env1 -- 10.0 -- mx1

Mine PFM2 works fine with OT. I've set up instruments channels as 13, 14, 15 and 16.
